question about pll noise ,thanks

we have designed a pll,with nearly 4ps RMS jitter with OSC measured. but with the Spectrum Analyzer ,the phase noise has the different value in the different frequency point .
we want to know the different of the RMS jitter and phase noise: RMS jitter ,only a value ,but the phase noise has the different value in the different frequency point . why ?

phase noise是要看频移位置的，在不同的频偏处有不同的值，有谐波的存在。

I know the define of the rms jitter and phase noise ,
but I want to know the relation of the rms jitter and phase noise.
2 O/ p3 X# T& j$ [& O+ none of paper said the rms jitter is the integral of the phase noise, but from which offset frequency?
and according to the test result, this relation is no true. why ?
