Per my experience ,Diodes + RC-Control , inverter and PowerClamp is better for out pad3 [0 @5 W7 M% z* r$ q5 f/ C' Z
Generally speaking ,the root cause of ESD failed is from below.

<ii>clamp NMOS's turn-on rate.
% D' |4 _4 }3 E4 V! L; [: X3 h% |<iii>Not follow design rule.......................
! ?: O& ]: ~9 RAs we know ,RC-control is to keep clamp NMOS off when IC is on normal operation.(us)
$ P" a9 N! @6 A& ^2 vWhen sufferred ESD pulse(ns),GGNMOS be turned on by coupling .
, s' ^$ N2 T' f y5 b+ ^If adding inverter between RC and clamp NMOS,it will speed up clamp NMOS turned on.# k& h! ]* A: u, K$ A9 b6 m
